I tried to login when I woke up this morning and there were 72 players on the server (2 over the cap). So I sat patiently in the queue thinking 2-3 people leaving wouldn't take long. Unfortunately, half an hour later there were now 77 players logged in. Is this a bug or just a case of having certain players whitelisted?

if you try and log in through the ark-servers.net page you will get this error. It's because of a bug on their tracking of players.
You should log in by launching the game directly from steam, clicking on join ark, filtering (on the left) by "my survivors" and you should see the server with the correct number of people on and be able to join.

Wow! Thanks. On the bright side I made a couple hours of progress in Dark Souls 3!

I hit a minor wall against the Gatling gun guy in Bloodborne. So annoying.

I left my 80-something Survivor on Ragnarok, can we transfer our toons to AB or just start afresh? Very Happy to be Baaack!
