Since the public areas are off limits for building bases and the such, which is completely resonable, I was thinking of setting up community areas at the high resource locations on the Island.
What I mean by this:
In areas such as say the Chitin Cave or the top of the Volcano we set up a community building or area. Camp fires, storage, refineing forges etc... In this area would also be a community dino, Saber or wolf for the cave as well as maybe a Dodic for stone and a Anky and Dodic for the volcano. My main reasoning for this is so that people who want to use the area a maybe live far away don't have have to worry and take the time to move dinos and resources up there to use the area. All they would need is some kind of transport to bring the resources back but everything else that they would need to gather the resources is already there.
How it works:
For the public areas, we would have everything under lock and key. Passcodes for all the doors and structures, the dinos locked in a cage of some sorts as well. The only way to get in there is to use a passcode that is posted on the forums for everyone to see (maybe in a thread that only those that are registered on the forums can access). The only real issue would be the dinos, the only thing that seems like it would work to me would be to claim/unclaim the dino each time. What I mean by this is, when you arrive at the area you claim the dino that is locked in the cage. You do what you need to do in the area and when you are done you put the dino back in the cage and unclaim it.
Obviously this is all entirely on the merit and honor system. It's would be up to each person on the server that uses the area to make sure that it is maintained for the next person that uses it. For the dinos that go there we could have a community thing to where we all go out and try and find the best dinos.
